Police Directorate of the Western Administrative Okrug: how the police of western Moscow are organised

History: four district departments and one building in Mosfilmovsky Lane

The Western Administrative Okrug appeared on the map of Moscow in 1991, and the okrug police a year later. By Order No. 778 of the Moscow Main Internal Affairs Directorate of 7 December 1992 the UVD of the Western Administrative Okrug was created. It was assembled from four district internal affairs departments of the old division: Kievsky, Kuntsevsky, Solntsevsky and Gagarinsky. Its first head was police colonel Aleksey Grigoryev, who served until November 1993.

The directorate was housed at 8A 2nd Mosfilmovsky Lane, in Ramenki. The building soon became cramped: new services were created and the number of visitors grew. In 2010 a new building was built for the UVD at 116 Lobachevskogo Street, at the time one of the most modern in the country; the opening was attended by Interior Minister Rashid Nurgaliyev, Mayor Yury Luzhkov and the head of the Moscow police Vladimir Kolokoltsev. The old address in Mosfilmovsky Lane is now occupied by the joint reception area of the okrug's bailiffs, so one building has served two branches of the law enforcement system within thirty years.

Structure today

According to the directorate itself, it consists of 35 units by line of work: criminal investigation, investigation and inquiry, district officers, patrol service, traffic police, migration units, juvenile affairs, economic security and anti-corruption, and the temporary detention facility.

Territorially the UVD is divided into 13 district departments of the Ministry of Internal Affairs: Vnukovo, Dorogomilovo, Krylatskoye, Kuntsevo, Mozhaysky, Novo-Peredelkino, Ochakovo-Matveevskoye, Prospekt Vernadskogo, Ramenki, Solntsevo, Troparyovo-Nikulino, Filyovsky Park and Fili-Davydkovo. Separately there are the police station serving Moscow State University (1 Leninskiye Gory, building B) and the police station serving the Memorial Park on Poklonnaya Hill.

Four departments matter for the territory of the Nikulinsky District Court: Ramenki, Prospekt Vernadskogo, Troparyovo-Nikulino and Ochakovo-Matveevskoye. Grave crimes against the person and official misconduct in the same territory are investigated not by the police but by the Nikulinsky Inter-district Investigative Department of the Investigative Committee.

What is decided at directorate level and what in the district department

• A crime report under Article 141 of the Criminal Procedure Code of the Russian Federation may be filed at any police department; it must be accepted and registered in the incident log with a receipt issued. The check under Article 144 takes 3 days, extendable to 10 and 30.
• Opening a criminal case, inquiry and investigation of "police" offences are handled by the investigative and inquiry units of the district departments; the directorate's Investigative Directorate handles more complex cases and supervises the district units.
• Persons detained for 48 hours are held in the directorate's temporary detention facility, not in the district departments.
• A complaint about inaction of a district department is filed with the head of the Western Okrug UVD, with the Nikulinsky Inter-district Prosecutor's Office, or with the Nikulinsky District Court under Article 125 of the Criminal Procedure Code. Often in parallel.

What the bar association does

Advocates of the Moscow Bar Association "Kovalev, Malyutov, Tsypkalo & Partners" attend detentions and interviews at the okrug's police departments, take part in checks of crime reports, challenge refusals to open cases and unlawful detentions, and accompany interviews and searches at companies during police checks.
